The point is that the bill doesn’t come to me and there didn’t appear to be a need to.After looking at the bill, I do see that some unpaid usage was when the property was no longer under ABC’s management and we were evicting the tenant (I would correct the original post but can’t) BUT the bill was being sent to them and they chose not to notify and forward to me.

For instance, I have a large studio apartment and normally expect one person to occupy it but often get a couple renting it- I charge $25 more since the utility usage will be higher- I have averaged out the water usage per month per person and that's what it comes out to.

@Scott Miller hit that one on the head - metering is much more effective, for a similar or less cost per unit, leaks and heavy usage are easy to detect and will be more beneficial in cost savings.
