It's not difficult (shouldn't take long) to get flood insurance quotes (NFIP & private) if you work with a good agent.

@Chris Seveney - Chris I know you know this, but sharing this for a lot of less experienced investors out there. 

Use an agent to help you get qualified tenants and documentation in order.

Amateur investor/full time agent here. 

Or, they flip homes, they are agents, they offer client remodel work, etc, so not specifically flippers but dabble in a lot of real estate related areas.Or, the full timers that started as flippers have since moved into new construction work more than flipping. 

For example, we've recently taken over marketing internally because the property management company was not experienced enough in using the newer advertising methods we need to pursue.

@Georgy CherkasskyIf you truly desire to become financially independent you should learn from the experienced, successful posters on this forum instead of “shooting the messenger”.  

Obviously, you should work with a good agent, lender, and home inspector to assist with each phase to ensure you are getting the best deal.

If I had applied for permits when work was done I would have experienced the same permit process issues.
