TRUST ME, the girlfriend will admit that he was living there and will likely even allow him back into the property against orders.But even if not, if he was residing there, with landlord permission or not, lease or not, he is a TENANT, or at the very least an authorized occupant, and as such cannot be prevented from entering his primary dwelling...not by the landlord.

Those taxes are usually collected from the guest and the paid to the appropriate authorities...a "pass-through" cost, like a cleaning fee.

Tenants have zero authority to put someone on or take someone off the lease. 

Some states re-assess on purchase, others do not (and when I say "states" I'm not implying that the state is the taxing authority--it's typically the county--but the state typically sets the tax code, with some exceptions).

So you open up a new bank account in CO, and give someone you know in Colorodo ATM authorization to use your debit card and put a prepaid amount on there for them to buy groceries each month as a tip for doing you the service. 

Use something like https://latchel.com/ and have a backup who can authorize work, maybe leave that same person a credit card (assuming they are trustworthy, like say someone you'd give power of attorney to).

Its a business & should be properly permitted, the authorities don't care if you "suffer hardship" because you didn't properly permit & license your business.
