You can do what’s called a non-agency product where they use alternative income sources such as 12 months average bank deposits, or no ratio program or DSC (debt service coverage) or you can do a conventional loan as an investment property and use the net rental income to qualify with.

The other option is to do a non agency product, such 12 months average bank deposits or asset depletion or DSC (debt service concerage) where 90% of the rent covers your total monthly payment

This inefficiency I observe makes me want to get into the real estate agency business and specialize in purchasing "as-is" homes, and remodeling/renovating AFTER the new owners own the home and can choose what THEY want for THEIR new home.

You could always report to your local permitting agency, not that that help your relationship with your neighbor, if you care.
