Sure if you already have problems it could be the easier way out but I don't see that forcing someone to file.In regards to the written letter - I am sure she is covering up that some government agency will be making her deposit and first month rent check. 

This includes Public Housing Agencies and Multi-Family owners.

Further compounding this problem, a large percentage of the population with dual income have a significant other who also comes with their own set of money baggage… I mean… habits that are often no better than their own.Have an open mind when I say this,“we were raised by aliens.”

In the end, Shirley didn't receive a $10,000 reduction in price or other concessions because of the layers of agency.   

Do you, as the agent, get the investor to sign a buyers agency agreement to ensure a commission or do you get some type of referral fee to allow the investor to close the deal faster?

I called a buddy that owns an insurance agency locally.  

If you hire a contractor who is bonded and insured through a policy issued by a local insurance agency, what is covered?.....

I personally don't have experience with a PM or agency to does that work, but I know MHP management agencies exist.  

The more people held responsible for back rent or damages,  the more chances you have of collecting your money through garnishments, or collection agencies, etc.Also make sure you get a Co-Signer whenever possible.  

Dual agency is illegal in many States, and I don't know of any where an agent can represent both sides if they own the property.
