When I say "big builders" I don't mean the publics--I mean the local guys who were the dominant players in the market either pre fire, or pre-market-collapse that have come out of retirement. 

Keep in mind that many markets have players you don't see.PE/HFs/Institutional Money is investing in a core asset base. 

(Even though it is definitely possible) The best thing is to educate, save, and also reach out to people in your target market so you can get your name out there and learn who the players are.

Conversely, a CD or an IRA/401K that is less liquid might raise some eyebrows (but would probably still work, accompanied by a brief explanation such as the one you provided above). 

The water works in AB but doesn’t work in CD.

There are a few long time owners that are focused on selling to the little people instead of selling to the big players in the city. 

I agree, none of the big players that I have ever met (or any of our clients) created wealth through cash flow, that’s antiquated.

Last I bid a project (2017) to a GC, one guy was at $140, but we did not have full CD's complete, so that was an educated guess.
