Convert 2 water meters into 1

Hey guys, first post so bear with me.

My wife and I just bought a foreclosure quad in SE Virginia. 

There are 2 units in 2 separate buildings with 2 separate water meters. The units will each have a water heater, kitchen sink, 1 bathroom, and  washing machine. 

The water works in AB but doesn’t work in CD. Somewhere in CDs underground line is blocked so we will have to dig up our gravel driveway (100 ft or so) and replace.

It would be a lot easier to tap in to ABs water in the crawl space and run a line to CD (only about 20ft away)

Our water bills here account for water ~15$ a month and trash $60 a month. If I had 2 separate meters i would be paying trash $60x2 and water $15x2.

But if I tap into ABs water id save $60 a month on trash. And a lot of time and money redoing a main water line.

Is this legal? Moral? Will they have enough water pressure?am I missing anything? 

I’m 23 and this is my first investment property so all info is appreciated!
