I have seen this more times that I care to think and is the reason I will never rent to anyone on any form of government assistance. 80% are con-artists scamming the system.

Once the IRS looks into it and realizes that we're managing our own properties - they will call this setup what it really is: a scam. 

Another Chicago based scam, sounds similar to your situation in some ways. 

You can find SOME properties in WF or Longview (not Sherman/Denison anymore) for that 1%, but there's a lot of trash that's been brought on the market lately designed mostly to be sold to unsuspecting out-of-town investors, so watch out! 

Documenting and pushing concerns raised over health and safety issues is also a classic leverage-move played by scam artist tenants.I'm not saying the tenant's concern is unfounded, but tenants asking for over-the-top precautions is going to add substantially to your costs and timeline.    

It cost us $170 + 22/sample however gives peace of mind from the threatening scam artist tenant (who is not even in the lease agreement).Thanks all for feedbacks and sharing the experiences.

In fact, on the larger properties I'm booked a year in advance.Most of the transactions are done  via email and rarely do I meet/speak to the tenants unless there's a maintenance issue.Cons:  SCAMS! 

Now I know that should be a deal breaker but they were very upfront and from the looks of it they let someone in there life that scammed them badly.
