These costs for most of the individuals are considered personal in nature (unless you have a RE portfolio that is run like a business; see below).

For active investments I advocate considering how you can diversify WITHOUT ceding your competitive advantage nor the superior profitability of the niche your in.As an example my business is running an investment fund and syndication high interest commercial mortgage loans secured by income producing real estate. 

Look at what things cost, what things rent out for, and run the numbers. 

I would just cap it generously to only catch abusers and figure the normal running costs in your rent.

and they're difficult to do, because you're up against businesses that do nothing but flip and BRRRR, and here you come along wanting to do 1 home run right out of the gate. 

I have been assured by the head of the planning group that the restrictions regarding bedrooms, parking, etc. will not apply to anyone grandfathered in.

Section 8 is a process, it takes a few months to get everything up and running from an administrative standpoint.
