The goal for this project would be to lower each owner's personal monthly cable and internet and VOIP bill by having the HOA buy these in bulk hopefully for a total lower cost per owner via their monthly HOA fees.Has anyone in the Atlanta GA (Kennesaw) done this type of 'conversion' and was it cost effective?

The only way to effectively determine this is by driving neighborhoods, walking properties &  observing the daily routines of those who live there. 

Ive hired a more hands-on smaller PM that actually has recommendations and has already proven to be more effective; Ive got 2 paying tenants and one leaving cash-for-keys tomorrow.

This effectively enables me to raise capital at 8% per annum, interest capitalizing, term forever.

Im sure going after the city would really only be effective in a civil class action law suit where there is enough people and $$$ on board.Over a 6-12k fix, and battling the city alone you'll spend more money and time IMO.
