Is it legal to pay someone not licensed a fee for a referral aka bird dogging?

They moved their dog in, without paying the pet fee.

Kilz for the smoke on the walls, nothing but ODORXIT for cat or dog urine problems.

We renovated our first property, a small 4-unit in Olde Towne East, on our own - it was a very slow process because we both work full time plus have an old dog a home that needs at least one of us to be home every evening. :) It was a great experience, though, and I definitely feel like there is a part of "us" in that building! 

In the lease she allowed me to have 2 dogs now she is claiming the dogs caused scratches on the wall (have no idea how she came with that since she never saw them) and were barking (not sure what that has to do with anything).

If nothing else, I’d like to bounce around ideas with someone other than my infant son or dog.  

IE special landscaping care to prevent dead grass, forcing the tenant to obey leash laws, requiring copies of shots, and licensing of dogs, forcing tenant to have additional insurance for the dogs that protect you?

I made friends with the guy across the street and he said he has a dog. 

I'm going to focus on wholesaling/ bird dogging to start so that I can learn and build relationships.
