If I filter SF properties under 100k in Milwaukee and display on map view I literally get the same outline as the trulia crime map.

It sounds like you don't usually include reference checks as part of your screening, which is an easy way to ascertain whether or not someone has displayed signs of being a not-so-great tenant in the past.
