So I got in touch with a different rep for a lender that was displaying this program in my pricing results (there are several lenders appearing to offer this, but with conflicting guidelines on their websites), and she said that Fannie was changing their guides but at the last minute postponed, and it would be coming in September.

If I filter SF properties under 100k in Milwaukee and display on map view I literally get the same outline as the trulia crime map.

I don't know if Rest Stops are profitable or not, but if your land is on a highway, then that's another idea.I've also seen folks put up drive-thru light displays around the holidays, but there's no reason you couldn't do something for each "holiday".
