There will be some properties whose owner(s) are incarcerated, or suffer from substance abuse, severe mental or emotional issues or just don't want to be found.

Transportation is another area, some don't know how to take a bus on a route and planning to get places on time.

(Like a cancer patient, someone that lost their job, victims of abuse, etc.

You need to start papering them with a notice to cease and follow it up with an inspection and a notice to quit. keep a vigil eye on the property and add addendums to the notice to quit documenting every infraction and abusive action on their part.

I don't like any of the "quick figures" because they are always tossed around loosely and are subject to abuse.

But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.
