I have done some short term rentals here in Tahoe after the regulations were passed and initially got a letter from the city telling me to shut it down or a fine would be issued.

It would take the better part of 2 days to get inside every unit to inspect, plus go over the financial with a fine tooth comb, verify utilities, and check with the city on any outstanding code issues....why would I burn up two days of my time only to uncover countless other lies when the Seller wouldn't even respond on paper?

Telling a judge that you denied someone with adequate credit, adequate income, and adequate everything else because you "did not like their kids" or that you didn't like "the way they look" is going to result in a fine.

That loan has a finance cost of $18,100 over the 5 year period so I am not sure it is worth is especially if I only need the money short term and would have to pay a $5,000 fee to payoff the loan in the first year.

I think it's a fine loan as far as terms for an investment property. 25% down is a bit high and you might try to find something with 20% if cash is tight.
