If you are a Verizon customer you can add it to a line for like $10 bucks a month, and disconnect the service when not using it.

If you speak with a PM where there are 10 disconnects then you probably are better of finding another PM to begin with rather than negotiating with the one in front of you. 

I can't agree with you more about water leaks just paid $1,000 to a plumber last week but it was such a fluck thing the actual connection of the pipes got disconnected.
