One of my 'dings' was too many hard credit checks throughout the year - and that somehow dropped my credit rating from a 815 in Spring of 2016 to a 795 in the winter of 2017. my apologies to OP for taking this a little off topic.

Again consult an attorney and/or accountant for estate planning, but one of the few earthly benefits to dying is passing on property with a step up basis meaning less taxes or even no taxes for the kids to pay out when/ if they sell they the property.

I just had a similar issue, previously vacant propety with new tenant moving/moved in.Usage (in gallons) over last few days: 1,200 then 7,200 and finally 5,500.This is winter time in Midwest so no pool and tenant is in process or moving in so not squatters.

You'll want to drive all the streets of a neighborhood looking for homes that have signs of vacancy (tall grass in the summer, or non-plowed driveways in winter), or are just in poor condition.Then look up the owner information via public records and try to make contact one way or another.
