All items from IRR, to plans, to any utility upgraded you will be responsible for to meet the CURRENT "CODE" for all trades , dirty work aside from demo, drainage is ALWAYS a major concern and will require engendering, will you have to install and or improve of site land or hardscape, disability access requirements, and a number of other factors.....

Laminate is easy to take up unlike tile and old vinyl (especially really old vinyl) and most contractors won't charge much at all for the demo (maybe $100-300) to remove it.

there must be a reason for the demo- crank house or drugs of some kind, did you talk to the city why all of those properties are being demoedI know some cities don't have the money for the properties anymore because the cities are brokego talk to the building department to find out why they are demoing and see if you can buy some up for a youth group or maybe a city park and rec areaenjoy
