The reality is the opposite - if it's not in writing then the PMC doesn't have to provide the service or can charge extra for it!

Unfortunately, the reality has been a cascade of disappointments, with the primary offender being the shockingly inadequate battery life.The promise of efficient power management proved hollow, as all 28 locks consistently suffered from rapid battery drain.

It would take very little effort or time to find out the reality from the city. 

If I got a $5k quote from a guy who looks like a Crack Dealer Smurf I may consider doing it myself as well :) Now back to reality - the other thing people will do is try and find someone else and "whoa" found someone for $4k but three months later they are finished and they lost about $4k in lost rent.

Aggression might be the dog snarling and barking at the fence but only when someone is on the other side when in reality the dog wishes the fence was not there so it could consume the person on the other side or something like that.
