From a member's profile, you can click the button in the upper right that says Connect.You can also send a Colleague request directly in the forums by hovering over their avatar or name, and clicking the Connect link at the lower right of the pop-out window.You must be colleagues with someone before you can send a Private Message to them.

If a commercial property owner wanted a bid on some work near me, I would consider that though.I turn down a couple projects a week from people who call me out of the blue based on my yelp profile or other listing out there. 

I've lurked around BP for a week or so, and reading a blog article about taking action prompted me to setup my profile and start engaging the BP community.

Our investors are looking for the best cost/rent/risk ratio for their money and as she said unless your very familiar with the market your dealing in a much different risk profile at 30K vs 60K.

Lastly, adding a profile pic will make a big difference in adding credibility.
