Since there is no sale on a refinance, they are using their best judgement to determine what the value should be if it sold, so you can end up with inaccurate appraisals at times.

LewisThe older I get and the more experiences that have shaped my being the more I have grown to understand that value judgement is necessarily rooted in both tradition and some deep narrative and the individuation of those charged with providing benevolent constraints masquerading and protection from one’s ignorance.

If we tell them "use your best judgement" or "when extreme conditions are present" they always seem to go overkill.

Absolutely look for a private landlord as they are not bound to corporate policy and can use judgement.  

He didn't show up.The Magistrate said I could have a Capias (civil arrest warrant where a sheriff or constable would arrest the bum and physically bring him to court) or an execution (sheriff or constable can seize assets and sell them to satisfy the judgement) - or both.I took both. 

If they don't corporate then you need to get a judgement and start proper collection procedures.

@Wanda Alderfer If it is slated for Sheriff Sale, there has probably already been a money judgement issued.
