If you read the signed contract there are a number of elements that no longer apply and that they did not do (because it was unneeded).

They also added an expansion to the community of $120k of a new common element without receiving permission from any homeowner. 

Once you understand the pieces then work on how they interact w/ each other.

The switch is a PITA and a notorious problem with other well owners down here because the switch is outside and exposed to the elements and fireants and frequently fail.

Do you have any suggestions for where to find the specifics on those requirements besides engaging with BDS about a specific address, which is how they seem to prefer interacting?

I suggest you develop a fairly detailed scope of responsibilities for that PM, including how often you expect him to be there and exactly what kind of interactions, inspections, reporting and other activities & responsibilities you expect of him.
