So whether or not it is best seems to depend heavily on the purpose of the raise, whether or not one has sufficient capital from their Regulation D placements for their projects, and one's tolerance for legal risk.

I guess I just felt like water in an old basement when it rains heavily obviously doesn't negatively effect the structure of the home since it has likely been wet since 1938 ...and if it is not a living space, why does it matter to a renter?

Be diligent, you don't have to over pay for properties, but you will have to pay more than asking price (which are heavily unfervalued) and you have to keep at it.
