We did file a lien against his construction equipment, but nothing ever came of that either.

I’m curious as to what the best ways to gain credibility in the community as I am equipped with best practices of the business, but I am looking to gain credibility and a positive reputation in the community so that I can get past the hurdle of your first deal or two.

Id also equip the tenant with strainers and inform them not to put oil down the drain.

Good advice now is worth a lot more than "maybe" good advice later, IF you can find someone in your local area (which is not easy I can attest) Most CPA's are not equipped to actually handle these types of situations.

Was the unit equipped with a gas furnace and straight AC or did it have an electric heat pump (does both heat and AC)?

I'm even thinking about buying the vehicles and equipment to move the homes, so all I would need is the personnel to do it. 

If there are contents or equipment down there you could be stuck paying for the cleanup/repairs multiple times out of your own pocket if the issue is not fixed.

Prior to the military, I did concrete work, drove a truck (I got my CDL when I was 16), and operated heavy equipment.

Even a used one with only the most basic equipment package... don't get me started!
