Buy a targeted mail list of baby boomer home owners in your area that are in their 60s and 70s and do a direct mailing to seniors in the area, promoting your community and/or invite them to an event at your facility. 

The eviction can take months, especially in Cook county.

In CA they're called Residential Care Facility for the Elderly and require state licensing.
