Generally, during daytime hours, a property owner/tenant may have "reasonable" noise for limited periods.

Daytime temps right now are mid 30s. 

Albeit I'm  definitely a newbie @ real estate investing (mostly due to analysis paralysis ha), I've been watching the broader market and the economy for years, mainly driven by my own interest and partially driven by the nature of my day-time job. 

In TN where I live, the kids have their school work on the TV local channels, part has to be recorded because its in the middle of the night, but they do have 4 hours during the daytime hours live. 

If you switch usage to daytime for things like appliances then that is one huge way to mitigate.

For example "No cooking grease, oil, animal meat bones, pasta, rice, any other substance down the garbage disposals except apple and carrot peels and liquids with no solid matter such as juice and soda" and "no vaping and smoking of any tobacco product, marijuana or any substance" on the property, including the backyard"  

I would also suggest the cap above which the tenant pays for a future lease.not necessarily (especially if the house is old/inadequately insulated). good luck trying to cool the place from 80 to 74 when it's still high 90s at night after 100+ day time temps.  

That's completely legal and they have to allow it.For the Tenant that refuses to communicate, I would post a notice on their door with the day/time you will be there.
