Oh one more thing, the guy you suggested is a troll is a VERY intelligent investor. 

I'm not claiming that every decision made by an HOA will be a bad one, I'm sure there are some intelligent people out there.  

I think the Down Payment Assistance that the Federal Government is doling out to the states has artificially spiked house prices in the $150-$225,000 range.
