Or depending on the situation or level of urgency you could try a reverse lookup using something like spokeo and get a phone number and attempt calling the owner about the property.

Take your time in getting over to inspect, give them a date about 2 weeks down the road to allow them time to settle and to let them know that you do not see any urgency in the items they have mentioned.

If there is a high demand in your area with multiple tenants looking at the place at the same time then that should create a sense of urgency so tenants follow through.
