The neighborhood was sketchy with drug dealers nearby, burglar bars on the windows, mediocre to bad schools.

On a clear day and with tenant notification, get a hose on the outside and spray it at individual windows and doors in the suspect rooms. 

I'd be more concerned about natural lighting (large windows $$) and creating a space people actually want to rent.
