I know dozens from OOS and out of the country that have been and still are buying rentals including me.

Call a dozen or so and let them know what you are needing, and are looking for a buyer agent (if wholesaler is open to letting you use one) now and will agree to use them as seller agent when project is done.  

If you do a risk assessment of the area, property and likelihood that you can collect rents easily, then you should be good.I have about 25000 saved up and I'm living at home for free how much of that should I spend on a property or save.

The main variable that jacks up the assessment value is the household income of every neighborhood you find those lots in, I’ve seen lots in low income areas that had a much lower acreage value.

Meanwhile our applicants and messages from dozens of interested renters are sitting there, maybe erased.  

I've had 4 different local RE agencies assess the asset at €580K, €650K, €730K and €800K. 

I don't know if it works in PA or Philly but I fight my taxes every year here in Texas and I usually get quite a bit knocked off. 9 appeals so far and we have lowered assessments by $243,940.

Same risk to the seller.yup agreed HML pof is dime a dozen.. and I understand wholesale transactions are mainly just smoke and mirrors..
