Most likely there is too much cold is coming through window and the moisture is from condensationI would replace the window with a vinyl jamb, make the window a little smaller height wise so it would be raised at least 1" above where it starts right now, do aluminum capping around it a silicone the hell out of it outside

If you decide to replace it and it's aluminum make sure to load it up and take it to the local recycling center.

One of the first things I would do is have an electrician tighten up loose outlets connection because I'm sure you have aluminum wiring. 

If the trunk lines are leaking excessively that can be resolved with a $5 roll of aluminum tape and an hour of labor.
