I saw an article that said some or all of those conditions you mentioned, Jay, will likely still be okay, to protect tenants or the uber wealthy, CEOs signaling they are moving to the market etc; and I’m sure that will come with even more fun grey. 

Also, how you structure the deal can also signal that you are not a joker like the last investor and you know what you are doing. 

Often they hold the cards because they collect rent, then disburse to you, which puts you in a precarious situation.Sounds like the writing's on the wall, though in terms of your relationship with your PM and their sub(s).So, I'd be thinking in terms of replacing them first, and then if you feel the work was truly out of scope, fraudulent, or borderline negligent, AND you feel the contractor and/or PM has enough to loose to actually have to defend themselves and pay out, then I'd pursue.If nothing else this action sends out smoke signals to future PMs that you're not dealing with this nonsense. 

To me, this signals an opportunity to capitalize on those avenues...  

However, you may incur more costs going forward if the late pay signals financial disorganization that may lead to an eviction and additional damages, which means you would spend more than $1,000 on freshening (maybe $2,000!)

Generally, people are negative about the things they don't understand or are too lazy to do themselves, so they make themselves feel better with their virtue signalling.

Now the bad part my personal house only can have a dial up connection so the cloud stuff works horribly and would rather have a local version downloaded on my computer and as you might guess the signal with cell phones is pretty bad out here too. 

What are some key factors or characteristics that signal you a community is growing, thus a location you want to buy properties? 

That can signal motivation. 

As Theodore Roosevelt once said "Do what you can, with what you have, where you are".or as I continue to tell folks - focus on the signal and ignore all the noise.
