I question how dedicated the guy is to selling the property since when he was selling two other properties for me to 1031 into this 30-unit he was communicating weekly if not multiple times per week (a good amount of commission was involved).

There are mixed reviews on whether this is a positive or a negative, but if the other factors have been met, this is another great sign you've found a company dedicated to providing a quality product and resident to manage.Also, even though some of the prices look like there is a premium in price point, you have to find the value in the services being provided: Extensive research in the submarkets in their city, leasing services, value add to the property, and property management.

I'm fortunate enough to not have any children that depend on me, so I probably have a little more free time than you to dedicate to this stuff, so what I say is best might not be for you.I would recommend that you continue to save up for that down-payment, but also set aside time each day or week dedicated to learning about out of state investing vs investing in a market in CA.

The HOA is low by DC standards at $225 per month (lowered in December 2017 due to high reserves balance) and the Unit comes with a dedicated parking space included.
