If your tenant wants to file a complaint, get her own cameras, call for citations against him, or whatever, that is their decision.

He stated that they  have security and it's a multilevel building and is secure well truth be told mine is a 4 unit and has main door locks and cameras throughout so it's a secure building also and I have to worry about the safety of other tenants it's the same situation as the apartment building and they can do something where as I'm being told to deal with it.

If I were you, I would not spend the money to jet the whole house until you get a camera down the line and see whats going on. 

Has anyone ever put up a camera or BLE beacon in a property during a renovation to see if a contractor actually showed up to work on the place?

Motion sensor lights and security cameras, or a big *** dog.

He can ask me to focus the camera on certain areas or look at a specific room again, ect. all in real time.
