There is an exclusion for income earned while a resident in a foreign country - still reportable, but not always taxable depending on the amount.However, the rental income will not be earned income - it is passive income, so it will be taxable in the US.My understanding of British taxation is that you are not taxed on your worldwide income - only income earned there.

Most have heard the phrase "they threw the book at him", when you have a violation of law you'll usually be violating several related laws, especially in finance.You can also take all your creative financing and option guru books that are out there and enjoy a big bond fire, because none of them will be addressing the new laws.It's up to the client to find professional advice, it's up to you to determine if that council is current with the matters at hand, most aren't with real estate option contracts.

EDIT: Answered my own question.Pierce Countyhttp://www.codepublishing.com/WA/PierceCounty/html...King Countyhttp://www.kingcounty.gov/council/legislation/kc_c...So yes, check what the property is zoned for, if it's SFR only then you're boned unless you can get it rezoned but I'm unfamiliar with that process.
