Here are some things to consider:- Do you want to learn about REI or just be a passenger on someone else's plane? 

Can't talk on a cell phone in the car but I can talk to my passenger.

Motorcycles must have exhaust muffling comparable to that of a passenger car.

Megabus "rents" space at 24-hour convenience stores and such, to use the parking lot as a place to idle the engine for 30 minutes while passenger load and unload. 

Take pictures of everything, including the driver and passengers, and offer them to pay cash on the spot, of course it should be an amount that will definitely cover the cost, do not go anywhere without them, you must follow their vehicle and go to the bank and or repair shop for an estimate together.

The likely strategy is that the airline in undercutting it's competition by some amount in the hopes of attracting enough additional passengers to compensate for the lost revenues.
