Pretty simple answer to your second question, they don't have the manpower to drive around the city looking for infractions.

NO WAY NO HOW is this company pushing out 80 turn keys a month in Indy it simply is physically impossible there is not enough man power for one company to do this.. a brisk company in a market is 10 to 15 a month sometimes 20 to 30 in a given market. 80 I am not buying it.. ..

Factors like, do they have the resources, manpower, and processes in place to effectively manage your property?

People have more work then manpower .... it'll be tough to find good contractors and unlikely to find cheap ones...With all that said it's still possible, but you're going to need to alter the generic strategy and get creative.

But while the city contracts with a data-scraping company to ensure all listings are licensed, without the manpower, the city can't enforce the primary residence rule.

On the flip side of that, hiring extra people because you don't have the right tools for productivity and make up for it in shear manpower leads to extra mouths to feed when the job is done and you are waiting to start the next job.  

Usually in Real Estate, each sides brings one of these: money, property, skills, manpower, connections, knowledge. 

The problem is that law enforcement does not have enough man power to handle all these petty crimes and as such, the scammers run rampent, unfortunatley.
