It's easier to ask for forgiveness than permission in most situations but I also think Thomas makes a good point with regards to keeping good will within the community and your neighbors.  

If my tenant pays on time all year (only had 1 problem tenant) I reduce their December or January rent by $100 as a Christmas gift and goodwill. 

it burnt down.. now with the new requirements they cant rebuild makes no economic sense.. business is gone... all that good will and reputation.

Nothing good will come from this tenant staying in your property.

If a guests explicitly asks to check in early or check out late and if I can accommodate it, I generally try to "capitalize" on it in the form of good will gained and a good review, which a lot of times is more valuable than $10-$20 per hour you may get.

If you wanted to take it a step further your county should have a local zoning board i'm pretty sure you can appeal to them as well for info in exactly what your looking for just try doing a bunch of keyword google searches i'm pretty sure something good will pop up. good luck !

I thought of that; maybe rolling down to Goodwill and picking up a couple of couches for the front yard as well.

But you don't want to unhappy tenants in your place, nothing good will come from that.
