Anyone who participates in this is just throwing good money after bad in my opinion because I don't see a path to profitability in the future.

So I'm a fan of buying in the path of progress from here since it's starting to expand outwards into cheaper neighborhoods.

Given your stated position of things, assumptions of skills and network, I'd say your best path is a totally different one. 

Sounds like an easily executable deal from what you've stated but likely need more color to offer path forward, terms, etc.

If you care just about positive cash flow (and you don't care about population growth, macroeconomics, or appreciation), definitely go with Cleveland.
