Ask if their handyman is in-house--which I've seen turn into a "charge up to the owner authorization threshold for every single visit". 

If that country is part of the Hague Convention, a local official can handle the signing and attach an Apostille authenticating the document(s).

You can't just give it to another tenant to run, their leadership and authority will be questioned by your other tenants.  

You should never let someone into a unit without written evidence that you have authorization to do so from the lessee.

One thing though is that there are requirements coming into effect soon where wholesalers will need to get their license in PA for any properties that they wholesale, so you might want to look into that before it becomes official!

Signing the lease demonstrates they agree to the terms and then you can hold them accountable.If you don't do this, then the person named on the lease and paying the rent could disappear and you would have no legal authority to charge the remaining three for unpaid rent.
