In and around the Philly market, which is my home town, my contractor comes from a referral from a friend who worked with this GC. 

But when you are really ready to get going, you would engage a civil engineer and/or an architec, and eventually a general contractor/builder.

If you are looking to fix and flip, would determine if you are planning to do the work yourselves, holding costs associated with the timing, or if you are going to use a General Contractor- make sure you have some good folks in place first. 2.

I had the PM get in touch with the contractor and he addressed the "issues" fairly quickly. 

If you're planning to raise rents over time - would be good to get a bid from a contractor to figure what it would cost to fully redo one of the units so you have a template of what it could cost to redo all of them. 

It all depends on the scope of work and your available time to put towards organizing and finding the right contractors. 

Leverage local professionals like real estate agents, property managers, local lenders, and contractors.
