My former wife used to teach elementary school located next to the Santa Ana River and cranes would occasionally grab them in their beaks and some of the catch would land in the school yard, only to be discovered by kindergarten kids with puzzled looks on their faces.

It does make a difference where the property sits compared to the overall site of a project.How bad the developer needs the parcel relative to the success of the overall project will tell how much value they put on it.When I did assemblage parcels were like pieces of a puzzle.

Although still a bit confused the pieces of the puzzle are coming  together.

If we collectively had worked harder over the last fifty years to not just make an architect a required piece of the puzzle but actually worked to make it a desirable element of the project team, things would be quite different for architects.

I think the OP has done a crappy job of compelling anyone to solve his problem, like an old TV sitcom where the puzzled husband asks the wife, "What did I do to upset you?"

I'm guessing he really doesn't care if we leave $50-75/mth on the table and he doesn't have a vacancy competing with us at the moment ... so I was a little puzzled by his reaction.  

You also seem to believe, at least to some extent, that folks in one category will stay in that category or even want to stay in that category.I think your categorization of investors has missed a huge piece of the puzzle...motivation.
