I interpret the Redfin analysis to say that the neighborhoods it analyzed are equal in all aspects except race, not that any particular area merits housing stock improvements or gentrification as you've shared. 

So to recap, I suppose I could see it from both sides, but overall say its seems unnecessary in this case- or for 'home bound' during summer break only college students (who are already exhibiting responsibility enough {in most cases} to be on a continued education path, having more of a 'merit' based stay in the rental it seems) to be on the lease as well as parents. 

Governments move markets is so baseless and incorrect that it dosn't merit a response as the most elementary level of economic history, experience, data etc would remove such ridiculous notions.

Then your lawyer and the HOA's lawyer will discuss the merits of the case and give each of you your likelihood of success in court.
