It's a scam.

We are eager to help relative avoid being scammed as she is elderly and lacking awareness of processes not being a US citizen.

It's not unheard of for people to scam insurance companies by causing damage.  

Yes there are public companies that have charges brought against them but it is no where near the number of real estate syndicators and scam artists and most of the real estate scams never get prosecuted because they are so small.

I encounter many people with strong opinions about the benefits of solar, but none of them can produce hard evidence to support their enthusiasm.

Regarding the sales codes you've encountered, "QC" indeed stands for Quit Claim Deed, which transfers the seller's interest in the property without any warranty regarding the title's validity.
