I don't mind paying more for good quality, but nowadays, price and quality are not necessarily correlated. 

Virtually all institutional landlords are getting pet rent nowadays so it's becoming the norm.

I want to lock it under contract, but I dont want to insult the guy by offering too low, but I want to be able to move it too, and I know I would'nt get too much buzz with it being priced at 65k.

There is just a LOT of buzz and that makes me wonder.

Buyers nowadays expect stuff to be updated, so either your house will sit longer on the market (with the associated costs to you), or the offers will be lower.

just remodelling a bath nowadays around here costs 25k easy. didnt use to be that way. so i 'blame' home depot and contractors (and wholesalers!)
