So, I plan to procure a tax list, run a vacancy check, tag by list type (probate/divorce/backtaxes/foreclosure/absentee out of state, etc) and find those that are vacant and with multiple tags.

At that scale we aren't talking about just buying some real estate, we are talking about forming a major corporation to procure and manage that many rentals. 

We have procured nice funding to cover ops and "skin in the game" costs, etc.

Any idea on how the MLO willing to work with you on these type of deals was procured?

We intend on procuring phone numbers and emails, then calling them (with a VA or with slybroadcast), texting if they don't respond to calling, and putting them on an email drip.
