@Danny Van you can also attend Oakland REIA and MREI, both held monthly in Troy.Regarding what to do, first you'll need to call the City and get their rental application to fill out, pay the fee, submit and schedule the inspection.It's mostly a health & safety inspection: smoke detectors, a CO detector near furnace, handrails, GFCI's. etc.WARNING: Warren doesn't really like landlords, so they can be picky about previous work done without permits - even if it was done before you bought the property!

I've been in REI a long time and have seen the good, the bad, and the ugly, but $60k of damage from one tenant indicates gross negligence on the part of the property manager.I'd suggest three things: 1) Study the contract you have with the PM company, and talk with your attorney ASAP to see whether a lawsuit is feasible/advisable, 2) Get at least three bids from other contractors on the repairs (and before you hire any contractors, study up thoroughly on how to properly vet and manage contractors--there's plenty of info about this on BP) 3) Don't do any more business with the PM company (or any contractors they refer), and keep them at arm's length while you discuss your legal options with your attorney.

Hatch for roof access.The landing on the third floor could (technically) easily be extended onto the roof - but realize there are code/safety considerations around that.

As a seller, I'd prefer having due diligence money that I can credit back to buyer at closing but it's mine if they release, as I've dealt with too many buyers nit-picking over $10 inspection items like the oven range safety thing or use the inspection period to back out if a better deal hits the market or try to negotiate a lower price even if no big issues found, and I think due diligence money solves those problems.
