I notice the oven knob isn't completely in the off position, but that shouldn't matter since the oven gas (unlike the burners) is triggered by the thermostat current, not the knob position.The tenant is a little flaky, but is generally competent in taking care of things, and would  know if she is leaving the range on.

Made repairs on HVAC, installed Nest thermostat & doorbell, and laid out garage epoxy floors.

Paying waaaay less was just a convenient bonus.I won't be endorsing any companies here, but this 'brokerage', made up of one broker, a  few programmers, and an MLS admin, with 1000's of sold listings, in 7 neighboring states,  it's a sign that things are changing.I'm sure respect is mutual around the table here. 

The other good option is a pellet stove set to a thermostat.

The unit we purchased comes with a Nest thermostat.

I am curious about if smart locks, lights, thermostats and any other smart device property improvements could be counted toward cost segregation.

If there isn't a system already in place you're looking at a lot of work to run pex and thermostats throughout the entire building plus a fairly large boiler to install.
