One day this daughter said that we needed to put the water hose on and through the 6 foot tall chain link fence because people were coming who needed water.

This is a people business ultimately, and I can guarantee you that a paying tenant won't be thinking about the "savings" over the years on cheap rent.

You may spend thousands of non-refundable dollars to present them with deals, but there is no guarantee of approval.

I know it can be repaired/shored up, but it is not a 100% guarantee it will stick.

@David GeorgesonYour PM is not responsible for this and I can pretty much guarantee you their agreement will state this.Unfortunately you as the homeowner are at the end responsible and I would notify your insurance company to put them on notice to file a claim depending on the damage.

It's an investment and no one can guarantee what the future holds.
