If the technician checked the inflow/outflow differential and its 11 degrees or over then its behaving correctly. 

If they had elected to finance the solar by taking out a HELOC, would you even be having this conversation?

Also, public housing steals the well-behaved low income tenants from private landlords, so we are left with criminals, etc. 

@Corey Kenney I think you might be having this confused with something else maybe? 

Basically, if you have a well-trained family dog who is well-behaved and not aggressive when I meet them (I ask that they bring the dog to the viewing), then I'm fairly certain I'm getting a responsible pet owner. 

If they haven't budgeted correctly, you can be have a special assessment to pay for needed repairs.
