That's almost enough to simlpy put a new one in.If it's the condenser, that can sometimes be easily fixed. 

Does the air conditioner condensation vent leak into the house?

Yup, they both have their demons to tackle however, our investing was in WA state because there were no AC condensers/freon and complex boiler/chiller systems like there are in TX/FL plus property taxes are around .8% of FMV or fair market value annalized while other states are higher especialy TX, FL.

Also condensing these purchases can give one a monopoly on rent control as well.

When you're paying off so quickly, it's less about interest rate and more about interest cost, and how much interest is paid over that condensed timeline.

Air conditioners must be positioned to allow condensation to drip outside the building, not inside.

Is it a new Complete system new furnace new coil new condenser ?

Is there a shorter, more condensed version of this document that I would be able to use? 

To name a few issues indicated; units have a known history of water management issues related to workmanship detailing, soft/weak spots in the wood laminate flooring, damaged vent caps on the roof, water leakage in all 3 of the units, condensation observed dripping from main water service, with staining.
